Mākaha – a city contractor is scheduled to begin an extensive repaving project for various streets in the Mākaha area starting on Monday, July 2, weather permitting.

 

The allowable work hours for the project will be from 8:30 a.m. to 3:30 p.m., Mondays through Fridays, and is expected to take up to 270 days. Motorists are advised to observe and obey all traffic controls, posted signs and special duty police officers and proceed with caution through the construction area. Drivers should anticipate delays due to detours, lane and/or road closures, and allow extra travel time while driving through the work areas.

 

The project includes, but is not limited to cold planning, resurfacing and reconstruction of asphalt concrete pavements; adjustment of utility manhole and covers; vehicle loop detectors; reconstruction of existing concrete curb and/or gutters; and installation of permanent pavement markings.

 

Contractor Grace Pacific LLC is responsible to coordinate local traffic, including access to homes by residents, deliveries, trash collection and emergency services. On-street parking will be prohibited during working hours. Please observe the dates and times on posted roadway signs as illegally parked vehicles may be towed if necessary at the owner’s expense. The Mākaha repaving project is part of Mayor Kirk Caldwell’s focus on improving city roads and other infrastructure. Since the program began in January of 2013, the city has repaved 1,910 lane miles of the 3,517 lane miles under its jurisdiction. So far in 2018, a total of 136 lane miles have been repaved.

 

As we enter into 2018, Councilmember Pine’s ongoing priority is to address traffic safety in the roads throughout ʻEwa Beach. In 2014, the City conducted a Complete Streets Study of Papipi Road. The transportation policy and design plan aims to create streets that are safe and convenient for all pedestrians, drivers and residents.

Since then, Councilmember Pine has been working diligently with the City’s Department of Transportation Services to implement long-term solutions to create safer conditions at Papipi Road. In the City’s FY18 Budget, Councilmember Pine added $5,300,000 to apply complete streets environment to Papipi Road in an effort to improve safety for all keiki and pedestrians throughout ʻEwa Beach. This was done in conjunction with the City’s Department of Transportation Services who also recently completed a site inspection, traffic survey and review of the area’s traffic collision history as well as issued a work order to install all-way stop controls with appropriate signs and marking are being considered for funding.

In an effort to improve safety for keiki in the area, the City also upgraded the School Crossing warning signs and installed “Higher Fines” along Papipi Road in the vicinity of ʻEwa Beach Elementary School.

As we approach a new fiscal year, Councilmember Pine is coordinating with the Mayor to get the release of these funds. She requested that funds be released so that the “Complete Streets” policy, and specifically the Papipi Road “Complete Streets” makeover be given the priority implementation that this project warrants and that this community deserves.

Kapolei – A city contractor is scheduled to begin extensive repaving of Kamokila Boulevard and Farrington Highway (Naʻu Place to approximately 360 feet east of Kapouka Place), starting on Tuesday, February 6, weather permitting (see map above).

 

The project includes, but is not limited to: cold planning; resurfacing and reconstruction of asphalt and concrete pavements; adjustment of utility manholes and covers; reconstruction of existing concrete curbs and gutters and installation of permanent pavement markings; vehicle loop detectors; and new concrete curb ramps.

 

Cold planing and paving activities are scheduled for overnight hours from 7 p.m. to 5:30 a.m., Mondays through Thursdays.

 

Work hours for adjustment of utility manholes and covers, installation of permanent pavement markings, and vehicle loop sensors is scheduled from 8:30 a.m. to 3:30 p.m., Mondays through Fridays, with additional work possible on weekends. 

 

Work is expected to take up to three months.

Drivers should anticipate delays due to detours, lane and road closures, and allow extra travel time while driving through the work areas.

Hanakahi Street ‘speed hump’ project scheduled to start Friday

Ewa Beach – Starting Friday, November 3, a city contractor will begin installing four “speed humps” on Hanakahi Street in Ewa Beach located at the following nearby addresses (see map below):

·         91-1037 Hanakahi Street

·         91-957   Hanakahi Street

 

Work hours will be from 8:30 a.m. to 3:30 p.m., Mondays through Fridays. Motorists are reminded to be on the lookout for the speed hump signs and markings on the pavement.

 

Drivers should anticipate delays and are reminded to observe and obey all traffic controls, posted signs and special duty police officers. On-street parking will be prohibited during working hours, so motorists should observe the dates and times on posted roadway signs. Illegally parked vehicles may be towed, if necessary, at the owner’s expense. Drivers are advised to proceed with caution through construction areas or take an alternate route. Local residential traffic, deliveries, and trash collection will be allowed during construction hours.

The speed humps are three inches to four inches high and 12-feet to 14-feet wide. They should not be confused with speed bumps, which are generally thee inches to six inches high and one-foot to three-feet wide. Properly spaced speed humps keep traffic flowing close to the posted speed limit, and typically vehicles slow to approximately 20 mph when traversing speed humps, as opposed to five mph when traversing speed bumps.

 

The speed humps are being installed after the Ewa Neighborhood Board passed a resolution in support of the project due to safety concerns with students who walk to and from Ka‘imiloa Elementary School and are forced to cross Hanakahi Street.

Kapolei – The repaving of a city-owned section of Farrington Highway, from the Kapolei Golf Course Road to approximately 1.5 miles east of Kualaka‘i Parkway, is scheduled to begin Monday, September 25, barring any weather-related delays (see map below).

 

The road work will cover 2.23 miles of roadway and is estimated to be finished within 180 calendar days. The project includes, but is not limited to milling of asphalt concrete pavement, reconstruction and resurfacing of asphalt concrete pavement, adjustment of utility manholes to grade (frames and covers), and installation of pavement markings.

 

The allowable work hours will be from 8:30 a.m. to 3:30 p.m., Mondays through Fridays (with possible Saturday work). Residents and business owners are advised to observe and obey all traffic controls, posted signs and special duty police officers. Drivers should anticipate delays due to detours, lane and road closures, and allow extra travel time while driving through the work areas. Local residential traffic, deliveries and trash collection will be allowed during construction, and any illegally parked cars may be towed at the owner’s expense.

In this year’s budget, Councilmember Pine secured an additional $1,500,000 for preliminary engineering of a second access roadway from Makakilo Drive to the H-1 Freeway.

This is the third installment of funds Councilmember Pine has acquired for the development of the Makakilo Drive Extension, adding to the $4.5 million she secured in FY16 and FY17. 

R.M. Towill Corporation has been working on a new design that significantly reduces the initial construction costs by rerouting the extension to eliminate several elevated roadway bridges and value-engineering the design to eliminate non-essential elements. Together, these changes will reduce the project’s construction costs by an estimated $30 million.

Based on the new design, new permits, consultation, and environmental assessments are underway, with community outreach to be conducted as part of the preliminary engineering process. (Preliminary engineering is estimated to be completed in 2020).

As the preliminary engineering phase nears completion, the project will move into funding for the construction phase. The plan is to work with the State to request Federal funding for construction.

Councilmember Pine is happy to share that thanks to the Honolulu Department of Transportation Services, 2 new bus routes are coming to Leeward Oahu!

Route 99: Wahiawa-Mililani-Waipahu-Kapolei. A new express route will be implemented to provide service between the Wahiawa Transit Center and Kapolei Transit Center via the Mililani Transit Center and Waipahu Transit Center. This 9-month pilot will be assessed after six months to determine continuance. Effective Monday, December 5, 2016.

Route 416: New Route 416, Kapolei Circulator. The route will provide service to and from Kapolei Commons, Kapolei Transit Center, Kroc Center, UH West Oahu, and Wet ‘n’ Wild Hawaii. The new Route 416 will be implemented on a 9-month demonstration basis and evaluated after 6-months to determine continuance. Effective Sunday, December 4, 2016.

Repaving of Mā‘ili roads scheduled to begin next week in Leeward O‘ahu

Leeward O’ahu – Road work on various residential and collector streets in the Mā‘ili area is scheduled to begin on Monday September 19, 2016 (please see map, below).

 

The repaving work will cover 33.36 lane miles of roadway, and includes the trimming of tree canopies and the pruning of roots as required by a qualified/certified arborist. The allowable work hours will be from 8:30 a.m. to 3:30 p.m. Mondays through Fridays, with possible work on Saturdays.

 

Residents and business owners are advised to observe and obey all traffic controls, posted signs, and special duty police officers. Drivers should anticipate delays due to detours, lane and road closures, and allow extra travel time while driving through the work areas. Local residential traffic, deliveries, and trash collection will be allowed during construction, and any illegally parked cars may be towed at the owner’s expense.

 

“Leeward Coast residents spend a lot of time in their vehicles, and they deserve roads that are smooth and free of potholes,” said Mayor Kirk Caldwell. “This is the next phase of our Leeward repaving projects, with Nānākuli and Wai‘anae already well underway. Although there will be some inconveniences, once this latest project is pau, residents in Mā‘ili and nearby Leeward communities will have the roads they deserve.”
