A long awaited segment of Kapolei Parkway between Fort Barrette Road and Kalaeloa Boulevard opened yesterday, October 8, 2014 at 10 a.m. Residents now have a direct thoroughfare to businesses and government, including Ronald TY Moon Judiciary Courthouse, Costco and Home Depot. This segment less than a mile long will also give drivers a more direct connection to the H-1.

The Second City celebrated the opening Tuesday, October 7, 2014 with a ceremony and blessing. Various community groups joined in the celebration including the Kapolei High School Marching Band. There was food and fun for the keiki.

Kapolei – Mayor Kirk Caldwell and the Department of Transportation Services will celebrate the grand opening of Kapolei Parkway with the Kapolei community on Tuesday, October 7, 2014, from 4 to 7 p.m. The event is free and open to the public.

This long awaited segment of Kapolei Parkway, a major thoroughfare through Oahu’s second city, will allow direct connections between Kapolei residential communities, businesses and government, including the Ronald TY Moon Judiciary Courthouse, Costco and Home Depot. The completed segment will also allow commuters a more direct access to the H-1 Freeway.

This Google Map satellite image shows the pre-construction view, when drivers had to detour on the busy Kamokila Boulevard. Beginning Wednesday, October 8 at 10 a.m., when the road official opens to vehicle traffic, residents will be able to use Kapolei Parkway to connect between Kalaeloa Boulevard and Fort Barrette Road.

The celebration will begin at 4 p.m., with keiki activities, Makeke Open Market, and food trucks. The community is invited to bike and walk the new parkway before formal festivities commence.

At 5:30 p.m., the Kapolei High School color guard and marching band will lead the formal procession down Kapolei Parkway to the stage and ribbon-cutting ceremony near Kamokila Boulevard. Mayor Caldwell, other elected officials and dignitaries will lead the ribbon-cutting ceremony at about 6 p.m., with songs by the Kapolei High School choral group and dances by the Kapolei High School Polynesian group.

Free parking on Kapolei Parkway past Alohikea Street will be provided.

TRAFFIC ADVISORY: SECTION OF FARRINGTON HIGHWAY IN EWA TO CLOSE FOR RAIL PROJECT WORK

The Honolulu Authority for Rapid Transportation (HART) wants to inform drivers that Farrington Highway between Kualakai Parkway (North-South Road) and Old Fort Weaver Road Loop will be closed in both directions beginning Monday, November 25 through April of next year as part of construction for the Honolulu rail transit project.

The road closure, scheduled to begin 10 p.m. Monday, November 25, will allow work crews to safely relocate major utility lines along a narrow two-lane stretch of Farrington Highway, just west of the Kahi Mohala Behavioral Center. Following the utility relocation work, project contractor Kiewit will conduct shaft and column work as part of the planned rail guideway near that section of highway. Currently, the west-bound direction of Farrington Highway is closed in that area.

Motorists who routinely use Farrington Highway should provide themselves extra time for their commute. Drivers traveling between East Kapolei and the Ewa/Waipahu region will still be able to access either side by using either the H-1 Freeway on the north end of Kualakai Parkway, or Kapolei Parkway on the south end (see link to map below).

Roadside electronic message boards will be posted beginning next week to notify drivers about the upcoming closure.

Motorists during the road closure will still be able to access the Kahi Mohala facility in Ewa from Fort Weaver Road. Contractor Kiewit is coordinating with Aloun Farms to ensure employees can still access the area.

TRAFFIC ADVISORY: LANE CLOSURES
FOR HONOLULU RAIL TRANSIT PROJECT

The Honolulu Authority for Rapid Transportation (HART) wants to inform drivers of lane closures next week related to construction and design work for the Honolulu rail transit project. Motorists are advised of work along the 20-mile rail route from East Kapolei to Ala Moana Center that will require lane closures during non-peak traffic hours.

For the safety of both the work crews and motorists, the public is advised to proceed with caution through these areas. Drivers should anticipate possible traffic delays or use alternate routes during work hours, and provide a safe distance between themselves and the workers and equipment:

West Oahu/Farrington Highway Section (East Kapolei to Waipahu)

Farrington Highway in Ewa between Kualakai Parkway (North-South Road) and Old Fort Weaver Road Loop is closed in the west-bound direction as part of rail construction. The closure is needed to allow workers to safely relocate major utility lines located along the narrow two-lane highway.

  • Drivers will still be able to travel west-bound between the Ewa/Waipahu region and East Kapolei by using either Kapolei Parkway or the H-1 Freeway.
  • The public will also be able to access the Aloun Farms pumpkin patch during the last three weekends of October via Farrington Highway through Kualakai Parkway.

Motorists will still be able to travel east-bound along that section of Farrington Highway, and will be detoured onto the Old Fort Weaver Road intersection near the Kahi Mohala Behavioral Center.

Following the utility relocation work, the contractor is scheduled to re-close that section of Farrington Highway in both directions later this year for column construction as part of the planned rail guideway.

Daytime east- and west-bound lane closures will take place along Farrington Highway in Waipahu from Monday, October 14 to Friday, October 18 between 8:30 a.m. and 3 p.m. at the following locations:

  • Between Kahualii Street and Waiawa Road
  • Maintenance crews will work along various sections of Farrington Highway in Waipahu. During the work, the contractor’s vehicles may be temporarily parked in the highway lanes, causing a slight slowdown in traffic flow.

Nighttime east- and west-bound lane closures will take place along Farrington Highway in the Ewa and Waipahu area from Sunday, October 13 to Thursday, October 17 between 7 p.m. and 6 a.m. for utility location and relocation work:

  • Between Old Fort Weaver Road and Paiwa Street
  • One lane in each direction of Farrington Highway in Waipahu will remain open at all times during the utility relocation work.

Kamehameha Highway Section (Pearl City to Aloha Stadium)

Nighttime closures will take place along Kamehameha Highway in Aiea between Hekaha Street and Kanuku Street on Wednesday, October 16 and Thursday, October 17 between 8 p.m. and 5 a.m. for lane restriping:

  • Crews on Wednesday, October 16 will restripe the outside lanes of Kamehameha Highway in both directions.
  • Crews on Thursday, October 17 will restripe the inside lanes of Kamehameha Highway in both directions.
  • One lane in each direction of Kamehameha Highway will remain open at all times during the work.

Airport Section (Aloha Stadium to Kalihi)

Lane closures will take place in the Pearl Harbor and airport areas from Monday, October 14 to Friday, October 18 between 8:30 a.m. and 3 p.m. at the following locations for soil testing work:

  • The right east-bound lane of Kamehameha Highway near Halawa Drive
  • The left east-bound lane of Kamehameha Highway near Middle Street
  • The left east-bound lane of Kamehameha Highway near H-1 Freeway to Nimitz Highway
  • Alternating closures of the left and right west-bound lanes of Kamehameha Highway near Middle Street

City Center Section (Kalihi to Ala Moana Center)

Lane closures will take place in Kalihi from Monday, October 14 to Friday, October 18, between 8:30 a.m. and 3 p.m. at the following location for soil testing work:

  • The left west-bound lane of Kamehameha Highway near Nimitz Highway
