Effort to expand ‘sit-lie’ ban advances

The Council measure covers 11 commercial regions on Oahu

A Honolulu City Council bill that would ban sitting and lying down on sidewalks in 11 different commercial regions of Oahu narrowly moved out of the Zoning and Planning Committee on Thursday, setting up a final vote before the full Council next month.

Bill 48 comes on the heels of the Wai­kiki “sit-lie” ordinance that was signed into law by Mayor Kirk Caldwell on Tuesday, prohibiting sitting and lying on sidewalks within the area bordered by the Ala Wai Canal and Kapa­hulu Avenue 24 hours a day. Caldwell says he is likely to support the measure as he signs bills to clean up problems in Waikiki

Moments before signing into law a bill making it illegal for people to sit or lie on Wai­kiki sidewalks, Hono­lulu Mayor Kirk Caldwell said Tuesday he is leaning toward supporting a separate proposal that would apply the same ban in business districts of six other Oahu neighborhoods.

In addition to Bill 42, the so-called “sit-lie” bill for Wai­kiki, Caldwell on Tuesday signed Bill 43, prohibiting urinating and defecating in public places in Wai­kiki. He also signed Bill 46, which bans urinating and defecating in public in all other parts of Oahu except the downtown-Chinatown area, which is covered by a state law…
