In our growing community, new homes, roads and infrastructure are emerging and providing places to live for our Leeward families. For years, members of District One suffered because when these roads and infrastructure were built because the City did not accept them in a timely manner, causing them to deteriorate without maintenance or repair. “Leeward communities have waited too long for these basic city services, and because the City did not streamline its road acceptance process earlier, that wait turned from months to years, and was unacceptable,” said Councilmember Pine. Responding to the community’s concerns, Councilmember Pine introduced Resolution 15-11 and 15-12 which shined light on long-delayed road safety and maintenance improvements in the Villages of Kapolei, the Mehana Subdivision and the Kahiwelo Subdivision in Makakilo, forcing the City to reevaluate how quickly it processes and accepts road improvements, now bringing about change to our communities that has waited for years for the city to take ownership of its roads.

Councilmember Pine is proud to announce that she has secured funding to pave the roads in the Villages of Kapolei. Residents have expressed their frustrations about the decades of inaction due to the City and the State disagreeing about who should fix these roads.
Councilmember Pine added several Kapolei roads to the Capital Improvement Budget for the rehabilitation of streets, including streets within the Villages of Kapolei, Kamokila Boulevard, and Kapolei Parkway. This work includes repaving and repairing road hazards as necessary. These specific streets include:
- Streets within the Villages of Kapolei, including streets within the Kumuiki, Aeloa, Aeloa Terrace, Villas at Aeloa, Senior Residence at Kapolei, Senior Residence at Kapolei 2, Malanai, Malanai Iki, Kekuilani Palms, Kekuilani Villas, Kekuilani Courts, Kekuilani Gardens, Makalii II, Iwalani, Makalii, Kulalani Village, Nohona at Kapolei, Pae Ko Gardens, Kealakai at Kapolei, Malu’Ohai, Villas at Maluohai, Kapolei Ho’Olimalima, Kapolei Kai, Kaupe’a, Nohona II at Kapolei, and Nohona III at Kapolei subdivisions between Farrington Highway and Kapolei Parkway;
- Kamokila Boulevard, between Manawai Street and Roosevelt Avenue; and
- Kapolei Parkway, between Renton Road and Keoneula Boulevard.
Kapolei residents have waited long for these roads to be fixed and are finally getting their voices heard. This amendment highlights Councilmember Pine’s commitment to improving the conditions of our roads and making our communities safer for our families and keiki.
After all lanes on Farrington Highway were closed following a fatal crash near the intersection of Milikami Street and Farrington Highway, and traffic continued to back up past Kahe Point last month, Waianae residents sat in traffic for hours. Without a secondary emergency access road open, residents faced yet another overly burdensome commute and dangerous commute.
“It is unacceptable that taxpayers paid to have these roads built, but can’t use them in an emergency that closes all lanes of traffic on the only road in and out of the Leeward Coast. The City Administration needs to come up with solutions to this problem.” Councilmember Pine said.
However, community, City and State officials had planned a Waianae Coast Emergency Access Road (WCEAR), a traffic mitigation tool to be utilized during emergencies when there would be long delays of transit along Farrington Highway. Councilmember Kymberly Marcos Pine, in response, introduced Resolution 15-108, which requests the City Administration to set forth and inform the public on those conditions under which the Waianae Coast Emergency Access Road will be opened and identify and implement improvements to more efficiently open the road during emergencies.
“We the Residents of the Coast need the support on this issue and we hope the parties involved will help us and agree to open and keep these roads to assist us,” said Richard Landford, Nanakuli-Maili Neighborhood Board Member and Chair of the Neighborhood Board’s Transportation Committee.
Councilmember Pine’s Resolution was adopted at the May 6th Council meeting and also calls upon the City to be introducing a resolution calling for the City Administration to develop signage along the route and renegotiate the terms of licenses with private landowners upon whose land the Waianae Coast Emergency Access Road lies, to include the use of the road during peak traffic delays. The recommended deadline for the City to produce this comprehensive plan is July 31, 2015.
The Honolulu Authority for Rapid Transportation wants to inform drivers that Farrington Highway between Kualakai Parkway (North-South Road) and Old Fort Weaver Road Loop will partially reopen starting Thursday, January 29.
The eastbound direction of Farrington Highway will reopen at 5 a.m. Thursday and remain open each weekday from 5 a.m. to 7:30 p.m. to accommodate daytime commuters. The westbound direction will remain closed because of ongoing guideway construction.
The section of highway will then be closed weeknights in both directions from 7:30 p.m. to 5 a.m. to allow construction crews to safely conduct rail guideway work along the narrow two-lane stretch of road. The nightly closures are expected to last approximately two months, with the highway to be completely open to drivers once the guideway work is complete.
Motorists who routinely use Farrington Highway should provide themselves extra time for their commute. During the nightly closure, drivers travelling between East Kapolei and the Ewa/Waipahu region will still be able to access either side by using either the H-1 Freeway on the north end of Kualakai Parkway, or Kapolei Parkway/Geiger Road on the south end (see attached locator map).

Bus riders from the Ewa plain will soon have a faster way to get to Waikiki.
About two years ago, the popular Route-E country express was cut due to budget concerns. But starting Sunday, the original route returns.
Ewa residents who work in Waikiki will no longer have to get off in downtown Honolulu and catch another bus to Waikiki.
“City bus services are a core function of what we’re supposed to be doing here,” said City Councilmember Kymberly Pine, “and I think that we got a little away from that in previous administrations, and our constituents have said loud and clear that this is a core function that we never want to see cut again.”
The City Council and Mayor Caldwell are looking to restore more routes by finding money in the budget. There’s a list of 25 under consideration.

One eastbound lane of Kamehameha Highway near Kuleana Road (HECOWaiau power plant) and fronting Neal Blaisdell Park near Kaahumanu Street also remains closed 24/7 until early 2015. Left turns at Kuleana Road are also restricted.
Intersection at Kaonohi Street closed after 9 p.m.

Eastbound drivers along Kamehameha Highway will be contraflowed to the westbound side of the highway on weeknights between 8 p.m. and 7 a.m. Area work to run until the end of the year.

The Honolulu Authority for Rapid Transportation (HART) would like to inform drivers about lane closures for the week of November 9-15 as related to design and construction work for the Honolulu rail transit project. Motorists are advised that work along the 20-mile rail route from East Kapolei to Ala Moana Center will require lane closures during non-peak traffic hours.
For the safety of both the work crews and motorists, the public is advised to proceed with caution through these areas. Drivers should anticipate possible traffic delays or use alternate routes during work hours, and provide a safe distance between their vehicles and workers and equipment.

Kualakai Parkway (North-South Road) to Old Fort Weaver Road
Farrington Highway between Kualakai Parkway (North-South Road) and Old Fort Weaver Road Loop is closed in both directions through January 2015 for utility relocation and column work.
Drivers travelling between East Kapolei and the Ewa/Waipahu region will still be able to access either side by using either the H-1 Freeway on the north end of Kualakai Parkway, or Kapolei Parkway/Geiger Road on the south end.
Keahumoa Street off Kualakai Parkway (North-South Road)
One eastbound lane of Keahumoa Street is closed 24/7 for drill work.
H-1 FREEWAY WAIAWA INTERCHANGE
Sunday through Thursday between 8 p.m. and 4 a.m.
H-1/H-2 Freeways near Leeward Community College
Two southbound lanes of the H-2 Freeway approaching the Waiawa Interchange (H-1/H-2 merge) are closed overnight. The guideway work crossing the H-1 Freeway is scheduled to run until mid-2016.

Inside westbound lane of Farrington Highway is closed weekdays from 8:30 a.m. to 3 p.m. Work in the area is scheduled to run through 2015.
Leoku Street to Leokane Street
One eastbound left-turn lane from Farrington Highway onto Leoku Street and the left-turn lane from Farrington Highway onto Leokane Street is closed 24/7 until the end of the year. The northbound lane of Leoku Street will also be closed weeknights from 7 p.m. to 6 a.m. Work in the area is scheduled to run through 2015.
Leokane Street to Pupukahi Street
The inside lanes of Farrington Highway are closed weeknights between 7 p.m. and 6 a.m. Work in the area is scheduled to run through 2015.
Waikele Road to Aniani Place
Alternate closures of the eastbound or westbound lanes of Farrington Highway will take place weeknights between 7 p.m. and 6 a.m. Work in the area is scheduled to run through 2015.
Waipahu Depot Road to Mokuola Street
The eastbound lanes of Farrington Highway are closed weeknights between 7 p.m. and 6 a.m. Work in the area is scheduled to run through 2015.
Moloalo Street to Kahualii Street
Traffic will be contraflowed along Farrington Highway. Drivers may be diverted to a temporary lane on the other side of the road. Two eastbound lanes of Farrington Highway will be open from 5 a.m. to 8:30 a.m. Two westbound lanes will be open from 3:30 p.m. to 7 p.m.
Side street through traffic and left-turns will be restricted at the Paiwa Street intersection
Left turns at Moloalo Street will be restricted from 1 p.m. to 7 p.m. weekdays
